Can anyone confirm that " - Functions as Hard Drive" means what it says (i.e It can be used for Windows2Go without hacks).

Slow usb drives. Not good for 200mb and above files unless your patient to wait. I had one of these ages ago, from a friend of course as they used to be 80 odd quid. Movies etc take over 10minutes if not longer and more for 720p/1080p. Good for many small files. All usbs can be made into bootable disks. It was on description as it was wrote in 2006/07. Lol.
Take what you will but thats someone that owns one of these. Cheap as chips due to faster/larger usbs out there (obviously usb3 etc). These are simply cheap archive storages.

And if not can someone suggest a suitable drive for use with Windows to go that will give satisfactory performance on a USB2 machine?
