yes it says

"This is a pair of plastic glasses with a red LED type light on the front, which gives dogs etc red eye if they are within about 20ft otherwise just a red glow on things nearby. Not for the keen night walker/animal watcher, you get what you pay for."

my son got the National Geographic Planetarium 2 years ago with a free voucher for the binoculars but we never recieved them.
