Philips 21.5" *IPS* LED Full HD Monitor w/ HDMI, DVI, VGA @ eBuyer - £95.38
Cheapest 21.5" IPS screen i've seen.
Full specs here:

Reviews indicate that it doesn't tilt well (and is slow) but has great colours/viewing angles like all IPS screens.

not mountable
and btw, slow means little to nothing nowadays really
i can bet the tip of my mouse that no one could ever notice a difference in refresh quality from a lower quality TN screens
IPS screens inherently have slightly lower response times but response times measured by manufacturers are a bit like that dynamic contrast ratio manufacturers use on big TVs e.g. 1,000,000:1 or whatever. Best ignored.
Here is a nice thread on he subject in hand - perhaps I will point it to the PC Advisor reviewer ;)

Philips 24", LCD not LED... but has same connectors, same resolution, vesa mount, better response rate and speakers for £125
It's now on a mount in my kitchen serving as a 2nd screen for when i work from home, and it's also got a RPI hanging out the back of it.

The main question is, does it come with an IPS panel? If not, you're comparing apples to oranges.
