Plextor used to be absolute quality in the Rom stakes but they have fallen foul over the last 2 or 3 years and there products are not any where as reliable as they used to be!

Although saying that this is a hot deal for an external Blu-ray USB reader!

Can I use this to download Blu Ray movies to an external HD and play back on a PS3?

I am thinking that you may as well stream the movies to the PS3 instead? Something like Vuze would do the job nicely.

Got one of these of Amazon last year (for £90 admittedly). Used it to rip my blu rays with MakeMKV. Works really well.

If your talking about ripping blu rays, and then playing those files on PS3, then no, not from an external HD. PS3's can only read FAT32 files systems (giving a maximum file size of 4GB).
Over a network on the other hand(using something like PS3 media server).

can it play multi region blu ray?

The answer to your question is yes. A multi region blu ray disk (one with ABC on the label) would work on any blu ray player.

If what you meant to ask was 'can this play blu rays from all regions?', then out of the box I'd assume the answer is no. However with a little help from a program such as AnyDVDHD, then yes.

This is not the case, there are tools that will allow you to format over 4GB - last year i formatted a 320GB disc, just google it and dig a little..

No you do not get his point. FAT32 only allows files of 4GB or under and any decent blu ray rip is going to be 8GB or up. You can still format a 320GB hard drive as FAT32 but the files themselves cannot be over 4GB
