My friend lives in a flat next door to a shop that let her use their wifi free. She has now moved to a flat above her old flat and can no longer get wifi. What device can she use to get signal back?

wifi booster like a tp link extender. like this one as an example.

she'll need access to the wifi router to get it going then plug it somewhere in between the original router and the flat

These don't last forever - good though they are. Being plugged in 24/7/365 must exert a wee bit of stress on the electrics.

Had 2 go phut on me so far - 1 unfortunately last night but that's why I've got spares :)

So keep your 3 yr g'tee/ receipt just in case.

This offer has been on for a week according to a friend. Thus I expect there won't be many left. Don't get your hopes up.

Interestingly this do not work like a binary switch - On or Off. In my case the performance degraded considerably, which I presume throttling at my broadband provider end. When the complaints from my other half became too much, I replaced with a new one and the speed back to max.
