I doubt it. The phone on its own on the carphone warehouse website is at least £80, and the rumoured £70 you talk about is on top of the price of the phone.

What's the fair use policy on these? ie. how much can we download?

The way 'Comes with Music' works is like any download subscription service except all the money is paid up front.

Therefore the price is going to be around the £200 mark at the least (12 months * £10 ish + cost of the phone)

It's a alternative for parents who worry that their children download illegally. Nokia originally tried to get the operators to subsidize this service (as they normally do with phones on contract) but all the operators have their own music services and don't see any reason or profitability in subsidizing something that would hurt their own sales.

The good thing about this service is that you can keep anything you download 'forever' on your PC and Mobile, but just remember that when downloading it's using your data allowance. Even if you have an 'unlimited' data plan it's still going to be capped at less than a GB.

Still will be interesting to see this develop!
