More info....
The Kixi Balance bike is designed to help a child learn how to balance and it's the perfect lead into getting your child onto two wheels. By removing the dependence on stabilisers and training wheels, which do now allow for any lateral movement, your child can develop the sensory skills needed to balance on two wheels. Balance bike also removes the need for dirty chains and cogs meaning your child is free to learn with greater safety and less mess. The Kixi Balance bike, with its rugged design and chunky wheels, has the right design to deal with the knocks and drops that it will face as your child learns to balance. That combined with its unique mono frame design, making it an light weight, and the footrest, creating a truer riding experience as confidence develops, makes it the perfect first bike!

For that price, I'd expect it to come with pedals. I could always upgrade the wheels to carbon later.
