They're completely different machines. If you want a netbook, by all means buy the Acer. If you want a notebook, this is a fantastic price, even if the specs are a little tragic.
My needs are a university/home laptop but for £230 doesn't this offer the best there is?
No.
I'd bet NO. The BIOS will be locked down and cooling probably isn't too clever for the heat it can create as standard.
You want to overclock a laptop cpu? Have fun with that ;)
Isn't the CPU the most important part of a computer? You can change RAM, HDD but not the CPU. Not such a great deal unless you only want to surf and use facebook or twitter. Even multiple Office work would be difficult on this laptop.

you can change the processor in a laptop too, if it's not soldered to motherboard.
