I think the answer is you can't.

Bikes at this price are mostly low quality chinese made with steel frames. This makes them very heavy and more importantly harder for your child to balance on.

At the very least look for an aluminium frame - you will notice the difference.

To give you a comparison my daughters bike, a Ridgeback Melody was £120 and its only a 16" wheel and this is only middle of the range.
Im affraid it looks like it is a 'bike shaped object'
1. how competent are most of us to allign brakes, do safety checks etc. not competent enough in most cases.
2. almost certainly either come with mis-alligned gears or will develop mis alligned gears within the first 20 rides, and will include other poor components or non set up components (e.g plastic brake levers)
3. will be v heavy, will rust.

for cheapish bikes look at decathlon for new, as they have a reputation for using quality components and setting up bikes accurately. Otherwise try a secondhand one. I say this as someone who has previously bought this type of cheap bike and suffered the consequences.
