ICS is out for the ARC S now, but is not yet out for the ARC (yes I know that some people are installing the ARC S software on the ARC, but that is not the same thing).

But can anyone confirm which tariff this is according to the TCB website. Talkmobile email calls it the "Smartplan", which isn't mentioned on the TCB link page.

No, the Sony Ericsson software that pops up when you plug the phone into your PC should tell you that there are software updates, and then just follow the prompts.
Even if this were only worth £140, which I don't believe it is, that means that you are paying £288 - £140 = £148 over 24 months (£6.17/month) for 200 mins, 200 texts and 1Gb data with Vodafone coverage. How can this be anything but hot?

The phone itself may be a model from a year ago, but the vast majority of us don't need dual or quad core. In every other way this phone has great spec, even when compared to current models.

You worried me for a while there. Just got my dad to sign up for this. His upper limit was around £12/month. However, in a very roundabout way I've checked and am 99% certain that this £12 includes VAT.
At the link below, there is a pdf explaining billing. The example given is for a plan called 'Pay Monthly 18'. The monthly charge is given at £15.32. When VAT at 17.5% is added (dated back in the good old days of 17.5% VAT) it adds up to £18. This suggests to me that the name SmartPlan £12 does include VAT at £12.

Also, in the basket it says £12/month will be taken by direct debit + any extra charges.
