I made one of these for £2.

Kindel jar 75p from a charity shop
Solar panel light £1 from poundland
leds from ebay ( I brought loads ages about)
can of frosting (not yet brought) but I have used tracing paper for now
glue

The last items are a rough estimate to around 25p

I changed the led to an orange one in the solar panel light, alternately you can use a thin nail polish and pain it orange. Then I removed it from the casing and glued it into the top of the jar. Then I put tracing paper in the jar (for temp until I get glass frosting) and thats it.

I am going to make a load of them in different colours and then put them on the window sill.

its bought not brought

Useful comment, and your comment should read "it's bought not brought" rather than "its bought not brought" - the apostrophe is important and if you are going to be a pedant, make sure you do it correctly, otherwise you just look stupid. Really stupid.

What's the point of these? I mean, they don't look as though they throw enough light to be useful as a lighting source.

I've got one and love it, have it in my kitchen and if there's been a little sun that day gives enough light to make a drink / carry stuff in there etc without needing to put the main light on. Gives a nice glow.
