This is just a bluetooth dongle for connecting to bluetooth devices such as mobile phones and... mobile phones ._.
If you want mobile broadband, you'll need to sign up for it with a service provider, they'll give you a dongle to connect wirelessly wherever you are. There's usually an option to pay as you go or pay monthly, like with mobile phones. I've heard that coverage is limited, similar to how you're mobile loses reception in some places, not really sure since I've never used it.
If you want wireless connection to the internet, most laptops come with WiFi so all you need is to search of WiFi Hotspots and connect to them. I'm guessing your home computer has a WiFi dongle to allow other devices to connect to it via WiFi so your laptop probably has WiFi. If so, I recommend getting a wireless router and using that to connect to the net instead since you won't have to leave the computer on just to access it.
Some places (like McDonalds) allow free WiFi but they tend to be flawed with holes in their secuirity which may allow other people to hack into your details on the internet. So I wouldn't recommend this.
