Sexy katakana-wielding cop Ruka ( Eihi Shiina )is part of a special paramilitary squad that maintains order in the tough streets of futuristic Tokyo by squashing violence with ultraviolence and merciless executions. Her latest mission is to hunt down a mad scientist known as the Key Man who has developed a virus that mutates humans into hideous killing machines.
