I think all films for a few decades were shot in a high enough resolution to be cleaned up and encoded.
You may be confused with digital recordings.

Yeah, I watched Goldfinger on Blu-Ray the other day and that looked better than a lot of modern films released on Blu-Ray.

35mm film (used in most films over the past 50 years) has a resolution far higher than HD standards, higher even than the new 4K HD standard (which is four times more detail than a standard 1080P HD image). The resolution of the film is limited by the film grain, and there are a huge amount of these 'pixels' on each frame.

Try watching Top Gun on bluray, you'll notice the difference from DVD or TV broadcast straight away.
