If you're after the PC version it is probably worth waiting until release. It was a Kickstarter game and, going on similar games in the past, once the Kickstarter keys are released you'll be able to pick it up much cheaper.

Can you give some examples of when this happened? Will I be able to pick it up much cheaper immediately after release, or will I need to wait a few weeks?

Pillars of Eternity and Wasteland 2 were both around £13 in about a week of release. There have been others, but they spring to mind. While there is no guarantee Torment will do the same, I'd say there was a decent chance it will be cheaper.
