I've been Looking for a Toshiba notebook for a friend, seen this & it looks like decent price for a Toshiba with dedicated graphics.

I would too.... unless the price took that into account.

So it is all about price - is this cheaper than the equivalent with Windows 7?

I see your points, but i can't find a toshiba near this spec with windows 7 for this price. Can you! All look like this http://www.ebuyer.com/product/177443.And are all inferior.To get a similar spec with windows 7 is at least £100 more.
Hopefully someone can prove me wrong.So i can get him a better deal.Rep given if so.

In which case it is well worth the minimal effort & cost of reinstalling with Windows 7 - in the first place it means the setup will be a lot cleaner than that put on by the makers, and it would need setting up the way you want it when you first turn it on anyway!

Thing is, Toshiba are the most expensive for their upgrade if I remember right - about 28 quid I think? :-(

April is a lifetime ago in computer terms!
My current PC can't be had for anywhere near current prices, either... it's NOW that is relevant.
