True, time to turn up the heat. Looks like an excellent price - I considered buying one off Firebox a few months ago. I'm too lazy to go buying lighter fluid though.
Yes it can be refilled.
A can of butane costs around £2.50 and will refil it ~20 times.
Burning continually the lighter will last about 2 minutes.
I wouldnt reccomend this if you smoke, as you will have to refill this all the time.
On the other hand, i dont smoke, i just like to burn stuff \o/
In that respects its pretty cool.
The "built in reflector" is some shiney silver paper stuff. Its water proof but dont expect anything special, they were just whoring all its "features"
As for the 1300*c, i would take that with a pinch of salt. It May be able to burn that hot, under ideal conditions, in pure 02.
But under normal operation it doesnt.

Daft question, but as a non smoker I assume that these can be used as regular cigarette lighters and wont reduce cigs to ashes with a click of the button?
