It would appear that the grain and softness are intentional, if you read this review.. http://bluray.highdefdigest.com/3125/waroftheworlds.html they gave the video quality 4/5 stars...

Maybe because, apart from some of the special effects, it is a poor film in my opinion::p

It's the way the director intended it to look - artistic license if you like.....

It's like Saving Private Ryan...it's grainy and gritty purposely to help convey the period and content of the era.
