I can check for you, but I'm pretty sure it does not. I have a few external drives, none of which have fans.
It does not, have one sitting in front of me right now with its case open.

No, this isn't a NAS. I suppose if you had your PC always on you would be able to use Spashtop or a remote desktop for that sort of access
That's WD TV Live. It's not just a hard drive it's a streaming device, and you have to put a hard drive inside it.
