I guess it may be other stores as well:

https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/31873/10-1043-fireworks-retailers-guide.pdf

Q: When can I sell fireworks?
A: The periods where selling fireworks without a sales licence is permitted
are: Guy Fawkes, from 15th October and ending on 10th November; New
Year, from 26th December and ending on the 31st December; Chinese
New Year, the first day and the three days immediately preceding it; and
on the day of Diwali and the three days immediately preceding it.

Oh please, cars release far more toxic crap into the atmosphere. The government has bigger things to worry about like brexit.

I spoke to a manager at my local store (Waterlooville) on Wednesday - was told then that Thursday was last day and they were not being reduced as they were on Sale or Return.
