How on earth would they know who to look for? Most people that do this don't sell it, the only way to hunt them down would be sugar sales. Can you imagine HMRC following people who buy 6kg or more of sugar down the super market? Nope, me neither.

People talk. Especially people who drink, and whose friends drink. This is the kind of thing people love to talk about, too. No doubt the risk is small, but I have read newspaper stories about people being caught, and the possible penalties are draconian, if they decide to apply them. Just don't get too comfortable.
Oh and HMRC can't seize your premises, they could make you pay duty and a fine and may seize equipment but that's it. There has never been a reported case of a home distiller being caught and fined in the UK as far as I am aware.

I think you would be very surprised in how many people distil for personal use...HMRC knows it goes on but they have a lot bigger fish to go after, to put resources into finding small home stills would be silly when there are factory's making dodgy vodka.

Don't get too comfortable with that thought. British law enforcement is inconsistent. They ignore stuff for a long time then have a big "crackdown". I think it is the wrong way to go about it, but they love the publicity.
