When a seller lists an item, they have to state a price. This is for many reasons, including being exact, not trying to get more than the market value and the fact it's just better conduct.
However, a buyer is now able to post on the boards asking - for nothing in particular. Just because someone has X amount of money in an online account, they decide to post so that they are offered items - 99% of which are probably on the boards anyway. Not only is this almost a direct opposite of the stating of a price rule, this creates extra problems when buyers are offered items that are already in threads - therefore having 2 threads selling an item which is not allowed. It also creates large threads, where a small amount of transactions actually take place.
To help police the board better, to create a more rigid rule structure and to help thread up the boards and get rid of the clutter - can we please move towards banning "I have X amount of money in my Paypal account" threads?
