  Perhaps the sites you have seen do this are monitored around the clock (either by humans or by an automated system) & issues are detected/reported upon outside of the site's infrastructure.
  
  If there is a problem with underlying technology causing issues with posting comments or maintaining threads in a Forum, the Moderators will also not be able to use the Forum to post messages.

  Maybe because if they posted something on HUKD that the site is down, no-one would be able to see it.

  
  The site wasn't down; just very very slow (from 6AM-10AM). No response from any mod / admin until I posted this thread.
