Yes you can sell them, as long as the legitimate and have a value.
Amazon do sell 'paper' gift vouchers as well that can be mailed out when purchased ('Post a gift certificate' option on Amazon) and other websites also sell amazon gift cards - these are physical items that can be listed for sale and posted to the buyer. The code can be scratched off and emailed at the buyers request once a sale has been completed if required, but the physical item should also exist and photo evidence should be provided if requested. The bulk sales rules still apply to this sort of item.

However giftvouchers which are purely available in electronic format cannot be sold under current forum rules - if they are not a tangible item then they cannot be listed and if members see any such threads could they please report them for MOD closure, hope that helps clarify further.
