It is a standard/typical method of reducing spam & fraudulent attempts to communicate with members away from the conventional comments posted in a site's Forum.

What makes the approach pointless is when the quantity of comments required is made public as then those intent on contacting members privately now know how to circumvent the extra level of protection provided to every other member.

The standard response should be "You need to be more active in the Forums before you are allowed to use the Private Messaging system. You are nearly there, please keep contributing, listing deals & helping others".

Those that became members to try their hand at separating members from their money &/or their goods will then be less inclined to continue as the element of a "fast buck" will then not be as forthcoming.

If they do not make the required number of comments they may well leave & not return (to the benefit of those that they have not scammed or pestered with spam messages).

PS. All it takes is for a prospective member to locate the details of an existing active member with good feedback (in the "For Sale / Trade" forum) & then create a new member account with a similar user name (for example, "fanpagess"; mine with an extra 's'). The slight variation on the existing member's user name may not be spotted immediately if communication with others is primarily via Private Messages. Another member, or members, can be targeted with very little effort & the culprit can be long gone by the time the deception is uncovered.

Forcing a certain number of comments to be posted in public first may help others notice the activity & report the member name &/or comment on the similarity prior to any deception taking place.

Furthermore, also be wary of new members that claim to be a member of another site where recorded trading feedback can be viewed (such as eBay).

Again, it is common for scammers to adopt the identity of an established user if they find the user name is not already used on another site (such at HotUKDeals.com).

If a new member claims to have a high feedback rating elsewhere, always ask for contact to your account at that site from the new member's own (or alleged owned) account.

This is still not foolproof (if the scammer has gained access to somebody else's account without their knowledge/consent) but it is another level of protection that may deter the would-be fraudulent/criminal activity.

How am I supposed to contact a member that wants to buy an item that I will freely give him (by post) if I cannot PM him, if he is also a new member so he cannot PM me, It's not advisable to give out private email addresses or a postal address. So we are both stuck

Try helping others in the "Deal Requests" Forum, or perhaps even sourcing/listing a "Deal", & you will soon be able to use the "Private Message" facility.

The restriction is there for good reason(s).

jazz246, there's also HUKD guidelines regarding spamming threads with comments. Therefore I have deleted them. By all means get to 10 posts so you can PM, but spamming is not the solution. Try commenting on deal threads, offer advice, answer a question in 'Ask' etc

The threshold really needs to be changed and not publicised and abuse of the posting threshold should preclude being able to trade.
