UK Bank account with an Irish address? Is it possible?

I've got a relative in Ireland who wants to open a bank/savings account in the UK and pay in an Irish euro cheque.
Problem is no bank I've tried will accept a non UK resident (she is British with a UK passport but lives and works in Ireland).

Travel Insurance- single trip policy for 7 days in une, travelling to Europe for 2 adults & 2 sprogs - 1 aged 11 years old & the other 11 months old at time of travel.

I don't mind going through quidco if it's worth it.

Can anyone recommend a decent Joint Bank Account with easy access ie 2 x cash cards and where you dont have to pay a minimum amount in every month?

Went into the Halifax and they only do 2 accounts now. One you have to pay a minimum of £1000 in each month and the other one costs £12.50 a month for more...
