One of the great free tools I've found is Dreamscene, which essentially lets you have an animated or moving background on the desktop. It doesn't seem to have any noticeable resource hit either, although I'd turn it off for games.

Some of the dreamscenes are basically still images with effects added, while others are more sophisticated or live HD captures. There are also animations, and screen captures from games and game menus. I mean you could grab fraps, and record beautiful landscapes from games - like Far Cry 2 or Crysis.

I've made a short 2:30 video I just show a few of them. Please be nice, it's my first youtube video! :) I've compressed a 500mb file to about a 50mb file, hope it looks okay in YouTube. Looks better in 720p fullscreen:

I've started customising my desktop, as I've gone years with just the standard interface. Now I need to find a suitable program to shuffle the wallpapers. Also I'm going to start on what I can do about the start menu, and the taskbar now!

I can see your point, but I posted this piece of software as it unlocks a feature normally only available if you paid for Windows Vista Ultimate - hence a freebie. I'm not sure why you've only commented on my deal though, given that most of the software in the 'freebies' section are in fact freeware (Ashampoo Free, Nero light, Objectdock free, LibreOffice, Handbrake, etc).

Yeah unfortunately it doesn't function without Aero, which isn't supported by the Windows 7 Starter. Windows 7 starter makes it very difficult to change the wallpaper as well as you've probably realised, without a workaround or a 3rd party application like Stardock's 'MyColors' http://www.stardock.com/products/mycolors/index.asp

Edit:
You could try the 'Aero Enabler' tool here:
http://www.technixupdate.com/enable-aero-in-windows-7-starter-vista-home-basic-and-windows-7-home-basic-with-aero-enabler/

and let us know if it works, and secondly if the Dreamscene works afterwards.

nice - used to have photos as a slideshow but this is good for a change.
doesn't work that well with home movies at the transition between end and restarting but obviously expected.
nice looking animations are really nice though not what i would like.

Wallpaper changer = http://www.wallpaperchanger.de/pages/download.html <-- its 50/50 if it works with windows 7, it does for me but not my mate & we're both running ultimate
The default windows 7 wallpaper changer is nice but it will only look in one folder & wont look in subfolders so for those like me with big collections in various folders its bad

as for taskbar then use rocket dock http://rocketdock.com/ more customizable than Stardock

(Both are free)

edit: wallpaper changer will shuffle the wallpapers and how often the wallpaper changes can be changed

Oh, I see what you mean - maybe they had too many downloads.
Here is an alternative:
http://www.softpedia.com/progDownload/Windows-7-DreamScene-Activator-Download-158552.html

Remember to run it as administrator, or it won't work. Also the first time the computer needs to be restarted. After that it seems to be fine to be turned on and off at will.

Just the opposite way you installed - right click on the activator, run as administrator - then select Disable. Might need a reset, otherwise you should be fine.

Sorry, but if you want freeware go to a freeware site.
Cold on principle.

Principle's is good. Random comments that don't actually mean anything..not so good
This is free and it's a bit of harmless fun that entertains. It's irrelevant that you can find it on a freeware site. Hot,hot, hot!!!!

Its free, its in the freebies section, and I wasn't aware of it so hot from me. As said, loads of the free software on here is freeware, but I'm not in the habit of trawling freeware sites and a bit of discussion here helps me decide if I want it.
