In short this means that there is no longer any need to burn & re-rip to remove DRM.
Any previously downloaded content (wma file)can now be downloaded in MP3 format by clicking on Account/Download History tab at top of page.

Yes if they are still available to download, had a few problems with some downloads hanging & single tracks from albums being greyed out saying "only available as album download".
You may find like I have that some gapless albums(not mixed) have a more seamless transition between tracks when re-downloaded in MP3.
