Yeah it's in English. Had a quick go last night using my main PSN ID. Initial loading screen is in Japanese but game menu's and voiceovers are in English. Only played for about 5 minutes but good first impressions and can't complain for free.
I set mine up years ago. You need to add a new user on the PS3 and then create them a PSN account specifying Japan as your region. It's hard work as everything comes up in Japanese and you will need a valid address etc.
Nice find. Just hope the games still in English.
