It works both offline or online. Nokia also include a software called 'Map Loader' which downloads maps of your choice to use offline
This is seriously going to put Tom Tom and Garmin in a crap position. Tom Tom's stock dropped immediately after this news came out!!

In the Ovi Maps software, there is a section to turn off Internet and just have offline use. Also check that your traffic settings aren't active, as it needs to go online to get live traffic updates.
*Edit - Also, a little data might be used on startup depending on your GPS settings of your phone itself, which is used to triangulate your position more quickly using cell phone towers, or wifi/gprs. You can turn this off on your phone by going to Menu -> Applications -> Location -> Positioning, and just leaving 'Integrated GPS' checked.
I just tried it on my Nokia 5800 and it works great, it used 441bytes of data to triangulate the position, and I've been scrolling through the map, and no extra data has been used. Usually on Ovi Maps, in the bottom right of the screen it shows how much is being downloaded in MB, and the maps take a lot longer to update on the screen while the data is downloading.

It is listed in this other list:

Is this the same one, and for free?
I installed it in my E71 and can't seem to find how many days are left in the 'my licences' area - so I think this is free.

Don't know if it's the same on 5800s, but on my N82 on Orange I can install non-Orange firmware by changing the device manufacturer code - can't remember the exact steps, you'll have to google to find out how. Also don't know if it being S60v5 rather than N82's v3 will make a difference. Have a look anyway if you're interested
Gutted for anyone who paid for the turn-by-turn subscription Nokia used to charge for Nokia and Ovi Maps! Don't think this will persuade everyone away from a sat-nav though (although it may some) - I'd much rather have a dedicated machine with a larger screen etc. than a phone but very good if you don't have a sat-nav.

I updated today and noticed that in the settings it does have an option to exclude unpaved roads - I've disabled that one!
