This is, I believe, the norm for most of HG Wells works as they are deemed "public domain". You can usually find a free copy on Amazon and the like. Otherwise Google the "Gutenberg Project" and it will be there along with others like War of The Worlds.

I love HG Wells' works. The Invisible Man and The Time Machine are my favourites, worth reading it again.
