Not too keen on the design myself, but Pulsar watches are made by Seiko and are top quality.
This is a bargain price for a kinetic.

i've got a seiko kinetic and i can't fault the quality and reliability, if it's anything like a seiko then this is so hot! as for the design, i agree with previous comments
