right a couple of things...
firstly DVD players can usually be made 'region free' by a combo of button presses on the player itself. google your player make and model and there will probably be an article on it. I've done myself with an old Alba player.
secondly...is this the COMPLETE series 3 i.e. the episodes that didn't make it onto TV due to the writer's strike?
Don't know how many were shown over here, but there were only 13 episodes shown in the US. It was the worst series so far too, so maybe reasons why voting is cold.
