This might help !!!

If you are buying through ebay and trying to use a code your paypal account must be actively linked to your ebay account. To check it, go to profile (in paypal), under selling preferences click the top link auctions, there is your ebay user ids. Now if your already linked it will say ON, if your not....it will say off. To link them just delete your ebay account, then re-add it with your password for ebay. Wait like an hour and try again. Without being linked, paypal codes will not work, But they dont like to tell you this.

Well I say thanks johnson120 , even if this code doesn't work (not tried it myself) it still means I've relinked my eBay account - why it became unlinked I don't know
