You have to get on the train specified but as long as you get on that train (for example the 10.15am from Manchester would be the 10.50 at Stoke) from whereever you should be OK.
As for tickets, they may not be issuing tickets for periods while the works are on to minimise passenger numbers.
The reason there's nothing from now until 7 September is because of engineering work in Rugby & Stafford on the West Coast Mainline. You can get standard price tickets but you will need to transfer to a bus for part of the journey. After 7 September the work will take place every weekend until Christmas, so you wont be able to get these discounted journeys at weekend until the New Year.
I needed a ticket from Manchester on 5 September, returning 7 September, but because of all the bus hassle, i'm going down the East Coast via Doncaster instead!
