Hi does anyone know what this actually is:

I gather it is completely useless and just a packet of nothing, but its not just a "packet" is it? It is firm right? I mean is it made of firm plastic or glass not just a soft bubble that will burst or something...
If anyone knows please share your knowledge thanks
