Yes, but they can all be unlocked. Some with codes, other a max of 10 quid at your local phone shop. . .

Actually, no. It depends on your luck. Many people, including me, have bought refurb phones from orange accessories that came unlocked and ready to go, with a complimentary orange sim (which I just binned). Have a look at the comment on their previous deals on here
