Hi there I found a local blog where I live advertising free web hosting for life I think it gives you 250mb of web space and 100gb of bandwidth what ever that is no ads either

No it wont, it gives you the hosting and tools to resell hosting, but you will need your own domain and website. There are quite a few free scripts you could use but if you dont have much expereince in web development I wouldn't reccomend you jump into an all ready saturated and very competitive market.

And just because it's called a "reseller" hosting doesnt mean you have to resell either. Can be used for hosting multiple domains with seperate control panels, give your friends some hosting etc...

I have just made myself a customer account and use it as a personal website for the moment.

Its just a reseller account - people buy this hosting and sell it on - so you can do as you like I presume. Apart from anything illegal of course e.g. copyrighted material. Read bits of the terms and conditions if you really want to make sure.
