All orange phones are locked to orange but they are also blocked from orange incase they are stolen in transit
explanation: the phones are obviously locked to the orange network until unlocked, they've been doing that for years.
But to use a new/refurb phone on orange from orange u must register it, what this does is take your new sim and activate the sim number on their network and take your new phones imei number and remove it from the orange blacklist that was blocking it from working on the orange network.
you could just get the phone, unlock it and use it on another network, but it would remain on the orange blacklist and the orange sim would not in anotherphone as that would not be registered, also orange might see it was never registered assume theft and consider passing the imei number for it to be blocked on all networks.
