That's not actually true - looking at the
FAQ:

Yes you can. However, for all journeys made at or before 10 am Monday to Friday a minimum fare applies. (The exceptions are when you travel at weekends, on Public Holidays, or during July and August).

However, from personal experience, I have frequently booked railcard tickets down to London departing before 10am and have never had a minimum fare applied. I've just chekced now and a random standard advance ticket
arriving London at 10am priced at £12 was reduced to £7.90, so even if a minimum £12 fare was applied, it was applied to the pre-discount price.
