Yes they do, an adults BMX will have the same size wheels but the top tube length will be longer (20.5" > 22").
However don't mistake kids BMX's for a real BMX, my custom BMX may look like a kids bike but is different in every way bar looks.
An entry level BMX that will survive any sort of stunt riding starts around £300, a semi pro bike around £600, & the real pro level bikes £800 +.

As for the bike in the link, it was never really worth full price & is about right for the quality at the price it is now. It's a fine deal for a kids BMX though, just don't expect it to hold up to anything more than riding around.

Yeah it should do him fine, it's a better idea than a similarly priced mountain bike as it will require less maintenance because it has no gears & will survive being thrown about a bit more.
Good to hear your buying him a bike

Best to take your kid/s to a bike shop & try them on a few sizes. Around that age they could be on 24" wheeled bikes or even a 26" wheeled bike with a small frame (14"). If you mean a BMX then the one posted will fit.
