Yes it can be reversed if it's fraudulent of if the funding source bounces, this can be between anywhere from about 3 days to 2 weeks ish. Maybe more if it's a hacked account a bouced payment usually shows up quicker.

I don't know but I wouldn't have thought so. It's not like good were purchased (as far as paypal are concerned), so there are no 'consumer rights' involved.
I believe a 'Gift Payment' is the same as effectively stuffing your notes in an envelope and handing them to someone.
Of course I might be wrong...

Would imagine only possible if your account was hacked, or the money sent some other way without your knowledge?
