Paint it over with white spirit based GLOSS paint to seal the wall then decorate over the top as normal , it won't get through that again

The bleach should kill the visible flowers of the mould... dont just leave it there, its horrible for a child to be breathing that stuff in.

It WILL grow back, nothing you can do about that, unless you're looking at seriously stripping back the walls and laying in some damp treatment and then replastering and covering with antifungal paint.

i have used Dettox mould and fungus killer, it is very good, i also got a Hepa air filter for the room and aired it at every opportunity as sunlight helps kill mould apparantly, please air the room if you use the Dettox as it is a fungicide

the vent should make it better as damp occurs where theres too much water in the air and it cant escape. You can ease it also by opening the windows as much as possible. When you shower/bath have the windows open in the bathroom, while you're cooking have the extractor fans running/windows open.

You can also buy a chemical thingy that absorbs moisture in the air. Its poisonous stuff so if you use it make sure the kids cant touch it.

Get on to the housing association and tell them its not helping and they need to come back out xxxx

Hope this helps xx

also, maybe the walls have not been treated before the wallpaper was applied, we always put a solution on the walls first as it helps stop damp and mould ,my hubby calls it "SIZING" the walls

kill the mould first as per earlier posts, then try one of the anti damp paints on the area....International make a good range of specialist ones

try a dehumidifier in the room as well to combat the moisture in the air

You probably just have condensation. Have the HA checked out the wall with a damp meter?

If it didn't get a reading, you probably just have bad condensation - all that can be done with that is to increase ventilation on the affected area, and remove the moisture - dehumidifier as suggested above.

What kind of heating is there in the room?
