Similar to Games nusiness model. Had my game pre-ordered for a very long time, checked last week that my card details were correct. Yesterday received an email saying despatched, Games site says cancelled.
When I called up the first thing the girl said was, you only paid £37 for MW2... ah you used a voucher. My reply was yes but I ordered before you jacked the price up. Should refused to reactivate my order. I'm looking to make a complaint and will cancel all my pre-orders ( I usually order 2 -3 of each to gift as I like a bit of co-op).
They've lost my business for good.
To be fair, I think that is their electronic system, not the representative's viewpoint. I don't think they can re-activate orders as you have to confirm your card details.
The payment system has recently changed & I fell foul of it (too).
I had pre-ordering something & when they came to despatch the payment was declined. I tried again on the same credit card & then again on a different card. All three attempts failed.
It was only when I went back in & looked that I saw that they had tightened-up the security regarding credit card holder's address & despatch address. Both now have to be identical. Previously you could send to an address that wasn't registered with your card provider.
Hope that helps.

(PS. Parent Company GamePlay.co.uk lost my business late last year when they refused to sell me a PS3 console due to some credit card check failure. I went to GAME.co.uk instead & had no problem at all... same product... same value.... same card!)
