Can you leave feedback when buyer doesnt pay up?

If someone posts on your thread that they will take items but then doesnt pay but also doesnt let you know they no longer wish the item can you leave them feedback or are we just expected to take it on the chin?

Please use the report button to alert the for sale mods, as this is a breach of forum rules, as far as I am aware.

Sellers who accept an offer and subsequently accept a higher offer from another member, may be suspended from trading. On the flip side, members who submit or accept an offer and subsequently pull out for any reason, will be suspended from trading for at LEAST one day.
