I only use Windows Firewall (which passed the ShieldsUp test). I have tried others but found they slowed down my PC and laptops. Put your Firewall through ShieldsUp to see the results.

The best free firewall is the router you're probably using to connect to the Internet. Most have SPI Firewall protection built in and enabled.

Zonealarm is free & one I've used for quite a while :)
I use the free Comodo and think it is fantastic. Gets great reviews too

According to shields up tests:

One or more ports on this system are operating in FULL STEALTH MODE! Standard Internet behavior requires port connection attempts to be answered with a success or refusal response. Therefore, only an attempt to connect to a nonexistent computer results in no response of either kind. But YOUR computer has DELIBERATELY CHOSEN NOT TO RESPOND (that's very cool!) which represents advanced computer and port stealthing capabilities. A machine configured in this fashion is well hardened to Internet NetBIOS attack and intrusion.

Your system has achieved a perfect "TruStealth" rating. Not a single packet — solicited or otherwise — was received from your system as a result of our security probing tests. Your system ignored and refused to reply to repeated Pings (ICMP Echo Requests). From the standpoint of the passing probes of any hacker, this machine does not exist on the Internet. Some questionable personal security systems expose their users by attempting to "counter-probe the prober", thus revealing themselves. But your system wisely remained silent in every way. Very nice.
Another recommendation here for Comodo... always worked well for me, whereas I've encountered problems with ZoneAlarm.
Your router is the best firewall. I'm not sure added even more programs will really help. I'd stick to the windows one and your router

I use COMODO free and I use it along with AVG free antivirus and have never had any issues or viruses etc.
