When doing stencils I use acetate sheets (like you use with old overhead projectors) and print the design on plain paper then fasten first the paper then acetate to a cutting mat before cutting with a craft knife. Id use two stencils one for the main chimp and one for the writing.

not sure on the paint aspect though.

if you are going to do it take your time on the stencil cut, and give it a few tries.
if you actually do it on your dell. tape the stencil down well and cover the rest of the area.

you are also best off using a paint specially for plastic.

personally if i was going to do something like this i would get it laser etched.
