The peak travel time is only for the morning, no time limit for afternoon/evening travel

Sorry but it depands on what line. Southend to Liverpool St line won't allow use of off peak travel cards from 4.30pm (I think) until about 6pm. See here

For the evenings I can't use my off peak return on a 17:45 train...but it might be different between train compaines..

If you're leaving from London (like I do to Reading), offpeak in the evening is from 4 to 715 pm but then even in these 195 mts, there are some 'fast' trains which accept offpeak tickets.... best to check with the traincompany/station where you leave from...
