May seem obvious but has he checked his bet includes promotion via the playoffs as they usually mean by automatic promotion?

mumbojumbo
Edit:

I see the stake is £10 to give profit of £4200 i.e. Odds of 421.00

So he needs:

£1238.24 on Shrewsbury @ 3.4 @ Skybet or Sportingbet
£1052.50 on Accrington Stanley @ 4.0 Skybet, Boylesports or Betfred
£842.00 on Stevenage @ 5.0 Betfred

To give a guaranteed profit of £1,067.26. :3

Thanks for that. If thats the case I think he maybe better asking the bookies to payout a smaller sum now. The bookie was thinking about laying out £2000 on the other teams to cover his potential payout. Will be interesting to see what happens.

why doesn't the bookie just put a grand on torquay to be promoted to minimise his losses?

Lay Torquay on Betfair, if there's no liquidity atm, just wait until play offs start or lay them 'In Play'. If Torquay lose he wins wotever he lays, if they win (unlikely) he'll win from his original bet
