Businesses considering the purchase of 0871 numbers have to be aware of some regulatory requirements regarding this number range. The new compliance regulations were published in Feb 2009 and the reasoning behind the new regulations is to improve consumer protection and to provide increased transparency in pricing. All 0871 numbers are formally recognised as premium rate numbers. This means that they come under the purview of the premium rate regulator, PhonepayPlus.
The regulation requires companies to provide adequate information regarding all the costs associated with a call before they actually incur any charges. There are two types of pricing information written and verbal. The written pricing information must be clear and straightforward. It must be legible, prominent, horizontal and presented in a way that does not require close examination. Written pricing information must be on all promotional material that has the 0871 number listed on it.
The regulations also stipulate how verbal pricing information must be. The verbal pricing information must be played to a caller before the call is connected. The message must be easily understandable, audible and discernible.
Other number ranges such as the 0800 numbers, 0845 numbers, 0844 numbers and others do not have any strict compliance requirements as those applicable to 0871 numbers.
